Definition from Glossary

The hypothetical center of rotation of a moving body, viewed in a given plane, at any point in time; for any body that has planar motion, there exists, at any instant, some points that have zero velocity and will be fixed at a given instant. The line joining these points is the instantaneous axis of rotation. The intersection of this line with the plane of motion is called the instantaneous center of rotation
